About Rowe Cosmetics in one sentence: we are a B2B private label and contract cosmetics manufacturer in Istanbul that turns brand ideas into finished, labelled and export-ready products. Formulation, production and packing happen under one roof, for brands in Türkiye and abroad.
Who we are
Rowe Cosmetics is the international name of Rowe Kozmetik San. ve Tic. Ltd. Şti., a cosmetics manufacturer based in Esenyurt, Istanbul. In Türkiye we work as Rowe Kozmetik; for export customers we work as Rowe Cosmetics. Our business is manufacturing for other brands. We do not sell to consumers, which means we never compete with our customers on shelf.
We work with brand owners, entrepreneurs, e-commerce sellers, distributors, retailers, salons and clinics, hotels and export buyers. Some come with a finished formula and need a reliable plant to produce it; others arrive with only a product idea and a target price. Both routes are covered: contract manufacturing with your own formula, and private label manufacturing starting from our proven formulas.
What we make
Our R&D team and production lines can produce more than 400 different cosmetic products across these categories:
- Skin care: serums, creams, sunscreens with SPF verified by laboratory SPF test, toners, cleansing gels and masks.
- Hair care: shampoos, conditioners, hair masks, serums, oils and hair mists.
- Body care: body lotions, scrubs, tanning oils, self-tanning mousse and post-depilation care.
- Perfumes and home fragrance: eau de parfum, alcohol-free and oil perfumes, body mists and room sprays, following IFRA guidelines.
- Cleaning and hygiene: liquid and foaming hand soaps and surface cleaners.
- Essential oils and blends: single oils and blends filled and packed under your brand.

To make professional cosmetics manufacturing accessible and transparent for brand owners. In practice this means:
- Developing EU-compliant formulas in line with Regulation (EC) No 1223/2009, and following IFRA guidelines for fragrance.
- Prioritising vegan raw materials and offering recycled or eco-conscious packaging options.
- Explaining each step, from sample to shipment, so you know what to prepare and what you will receive.
- Keeping minimum order quantities flexible and dependent on your actual product, formula and packaging.

Our work is covered by ISO 22716 (Cosmetics GMP), ISO 9001 (Quality Management), The Vegan Society trademark certification and a Halal certificate. These give procurement teams, distributors and regulatory consultants a clear basis for supplier approval. Details are on our facility page.
Markets we serve
Alongside customers in Türkiye, we produce for brands and distributors in Germany, the United Kingdom, Switzerland, the Netherlands, the USA and the Gulf region, including the UAE, Saudi Arabia, Qatar and Kuwait. For each market we supply the formula and INCI information your Responsible Person or local importer needs. We do not have an EU or UK office and do not act as Responsible Person; that role stays with the brand owner.
