To sell cosmetics in Germany, each product needs an EU Responsible Person established in the EU. The RP keeps the product information file (PIF), commissions the cosmetic product safety report and notifies the product in the EU Cosmetic Products Notification Portal (CPNP) before it is placed on the market. The RP’s name and EU address must appear on the label.
The Responsible Person is appointed by your brand. Rowe Cosmetics has no EU office and does not provide Responsible Person services; our job is to supply the technical documentation the RP relies on: quantitative formula, INCI list, raw material data, stability information and our ISO 22716 GMP certificate.
German-language labels
Germany expects certain mandatory label information, such as precautions for use, to be given in German. The INCI list itself stays in its international form. We lay out German or multilingual packaging with you and leave space for the RP details and batch code; your RP should confirm final wording.

Do you notify products in the CPNP?
No. CPNP notification is made by your EU Responsible Person. We provide the formula and technical information the RP needs.
Can you act as our EU Responsible Person?
No. Your brand must appoint an RP established in the EU; we support them with documentation.
Can the products be certified vegan?
Qualifying products can carry The Vegan Society trademark. Mention it in your brief so raw materials are chosen accordingly.
Is there a fixed minimum order?
No fixed number: MOQ depends on product, formula and packaging. Request a quote with your volumes.
Can you produce my existing formula?
Yes, through contract manufacturing we can produce your formula or improve it with our chemists.
