Rowe Cosmetics manufactures private label cosmetic products for brands, retailers, distributors and e-commerce sellers. Choose from skin care, hair care, body care, perfumes, cleaning products and essential oils, start from one of our proven formulas or bring your own, and we produce, fill and pack everything under your brand in our Istanbul factory.
One private label product range, one production site
Building a brand usually means more than one product. A skincare line needs a cleanser, a serum and a moisturiser; a hair care range needs shampoo, conditioner and a mask; a fragrance brand often adds body mists or room sprays. Working with several suppliers for this means separate briefs, separate quality standards and separate shipments. We make all of these categories under one roof in Istanbul, so your range shares one development team, one quality system and one consolidated export shipment.
We are a B2B manufacturer only: we do not sell to consumers, and every product we make carries our customer’s brand. Our portfolio covers more than 400 different cosmetic products, and our R&D laboratory can adapt any of them or build a new formula from scratch. Formulas are developed in line with EU Cosmetics Regulation (EC) No 1223/2009, and perfumes follow IFRA guidelines.

Three ways to start with contract manufactured cosmetics
Start from a proven formula
The quickest route is our private label manufacturing service: you select from our tested formulas, adjust fragrance, colour or actives, choose packaging and launch under your brand.
Produce your own formula
If you already own a formula, our contract manufacturing service scales it up, sources the raw materials and produces it to ISO 22716 cosmetics GMP.
Develop something new
For a product that does not exist yet, our chemists handle cosmetic formulation and product development from brief to approved sample. R&D support is free of charge for our customers.

From product idea to finished stock
Brief
You tell us the product types, target market, positioning, preferred claims and packaging style. A reference product or a mood board helps.
Formula and samples
We propose proven formulas or develop new ones and send lab samples. You test them and give feedback until the formula is approved.
Packaging and artwork
We help you select and source packaging and support label and box design. You approve the final artwork.
Production and filling
Approved formulas are produced and filled on our automated lines, then checked by quality control before release.
Packing and shipment
Products are labelled, boxed and palletised in export-ready packaging and prepared for shipment to your warehouse.
Quality and certifications behind every product
All categories are produced in the same facility under ISO 22716 (Cosmetics GMP) and ISO 9001 quality management. We hold The Vegan Society trademark certification and a Halal certificate, which helps brands selling in markets where these matter. Frequently Asked Questions
Can I order products from different categories in one project?
Yes. Because skin care, hair care, body care, fragrance and cleaning products are all made in our Istanbul factory, you can develop a mixed range and ship it together.
What is the minimum order quantity?
MOQ is flexible and depends on the product, the formula and the packaging you choose. Send us your brief and we will quote for your specific range.
Can I use my own formula?
Yes. We can produce your existing formula under contract, or our chemists can adapt it for scale-up, raw material availability or new claims.
Do you offer vegan or Halal products?
We prioritise vegan raw materials and can produce vegan-certified products. We also hold a Halal certificate. Tell us which certifications you need at the brief stage.
Do you act as EU Responsible Person?
No. We do not have an EU or UK office and do not provide Responsible Person services, so brands selling in these markets appoint their own. Our formulas are developed to be EU-compliant.
How long does a new product take?
It depends on whether you start from a proven formula or a new development, how many sample rounds are needed and packaging availability. We give a timeline with your quote.
