What private label cosmetics manufacturing means at Rowe

This model is sometimes called white label cosmetics, but there is an important difference. A pure white label product is identical for every buyer apart from the sticker. With our private label service you customise the product itself, so your serum, shampoo or body lotion does not have to be the same as a competitor’s.

Choose from fragrance options or develop a signature scent for your range, including fragrance-free versions. Perfume notes follow IFRA guidelines.
Texture and format
Adjust viscosity, feel and finish: a lighter gel-cream, a richer mask, a foaming or non-foaming cleanser, a spray or a dropper serum.
Key actives
Add or change hero ingredients such as niacinamide, hyaluronic acid, ceramides, panthenol, keratin, biotin or botanical oils, within safe, regulation-compliant levels.

2. Select ready formulas
We propose suitable bases from our formula library for each product in your range, explaining key actives and textures.
3. Receive and test samples
Our R&D laboratory prepares samples with your chosen fragrance and adjustments. You test them with your team or target customers.
4. Refine and approve
We revise texture, scent or actives based on your feedback until you approve the final sample. R&D support is free of charge for our customers.
5. Packaging and artwork
We help select and source packaging, check compatibility with the formula and support label and box design preparation.
6. Production and filling
Your order is produced on fully automated lines under ISO 22716 GMP, with quality control during and after production.
7. Packing and delivery
Products are labelled, boxed and palletised with professional export packaging, ready for your warehouse or distributor.

Minimum order quantities for private label
We do not work with a single fixed MOQ, because the right minimum depends on the product. A formula that uses standard raw materials in stock packaging can usually start at a lower quantity than a product with a special active ingredient or custom-printed components. Packaging suppliers also set their own minimums, which can influence the total.
When you send your brief, list the products, preferred packaging and expected quantities. We will confirm the minimum for each item in your quote and suggest options, such as stock packaging with printed labels, that can help keep your first order manageable.
Many brands also launch with a focused core range of three to five products and add further items once they have sales data. Because every product is made in the same Istanbul facility, new SKUs can be matched to your existing range in fragrance, packaging and branding.

Who owns the formula in private label manufacturing?
Your brand, artwork and product names are always yours. Formula ownership and exclusivity are agreed per project, so tell us at the brief stage if you need an exclusive formula; custom development or contract manufacturing may suit you better.
What is the MOQ for private label products?
MOQ is flexible and depends on the product, formula and packaging. Send us your product list and preferred packaging, and we will confirm minimums in your quote.
Can I get samples before placing an order?
Yes. We prepare samples of the selected formulas with your adjustments so you can test them before approving production.
Can my private label products be vegan or Halal?
We prioritise vegan raw materials and hold The Vegan Society trademark and a Halal certificate, so eligible products can be positioned accordingly. We confirm eligibility per formula.
How long does a private label project take?
It depends on the number of products, sample revisions and packaging lead times. Starting from ready formulas is usually faster than new development; we share a project plan with your quote.
