Every cosmetic product sold in Great Britain needs a UK Responsible Person established in the UK. The Responsible Person holds the product information file, arranges the cosmetic product safety report, notifies each product through the Submit Cosmetic Product Notifications (SCPN) service before sale, and is named with a UK address on the label.
This role must be appointed by your brand. Rowe Cosmetics does not act as UK Responsible Person and has no UK office. Many brands take on the role themselves as a UK company, while others appoint a specialist compliance provider.

Can Rowe be our UK Responsible Person?
No. We do not provide Responsible Person services. Your brand must appoint a UK-based RP, and we supply the technical information they need.
Do you notify products on SCPN?
SCPN notification is made by the UK Responsible Person. We provide the formula and label information required for it.
Can products carry The Vegan Society trademark?
Qualifying products can be produced under The Vegan Society trademark. Tell us at the brief stage so we select suitable raw materials.
What is the minimum order for a UK start-up?
MOQ is flexible and depends on product, formula and packaging. Share your plans and we will propose a realistic first run.
Can I start from an existing formula?
Yes. Our ready formulas are a fast route to market, and you can adjust fragrance, texture or actives.
